A Chisago County woman has filed a federal lawsuit against former sheriff Rick Duncan. She alleges he used his authority to fabricate evidence so he could sexually assault and victimize her.
According to the lawsuit, the plaintiff states Duncan told her they were being blackmailed into looking like they were having an affair.
The blackmail allegedly directed Duncan and the plaintiff to engage in various sexual acts, some recorded on Duncan’s iPad. The lawsuit alleges that Duncan fabricated the blackmail himself.
The woman is seeking punitive and compensatory damages.
Duncan was elected Chisago County sheriff in 2010, and his tenure ended in 2018. In 2018, he admitted to fabricating communications to a county employee, threatening her safety if she did not comply to having a sexual relationship with him.
That employee filed a civil lawsuit and was awarded $1.1 million in damages last March.
