According to a report, a criminal investigation against now-retired Chisago County Sheriff Rick Duncan is in process.
Duncan admitted to ghostwriting blackmail letters addressed to himself and a female co-worker, that directed the two to share a hotel room at a training seminar. Using the alias “Control Freak”, Duncan made threats against her children and husband.
Communications from Duncan’s alias began in October, and after Duncan filed for re-election in March, the woman came forward and the investigation began. Shortly afterwards, Duncan announced his retirement, citing health concerns.
The Anoka County Sheriff’s Office is handling the criminal investigation into Duncan’s actions. In a release, current Chisago County Sheriff Brandon Thyen condemned Duncan’s behavior.
